Environmental considerations mean to consider sustainability and not to adversely affect the environment. Sustainable means that the natural resource should not be extinct and destroyed, but we should think about its sustainability for the future by managing and developing properly

Centre for Agrarian Studies (PSA) of Institute for Research and Community Service (LPPM) Bogor Agricultural University (IPB), Sajogyo Institute, Rimbawan Muda Indonesia (RMI), Auriga Foundation, FORCI Development and Centre for Planning Assessment and Regional Development (P4W IPB) of LPPM IPB organized Book Launching and Review “Policy Analysis of Natural Resource Management: Discourse-Politics-Actor-Network”. The event was held at Auditorium Toyib Hadiwidjaja, Faculty of Agriculture (Faperta) IPB Campus Dramaga, Bogor (18/12).

The Organizing Committee, Executive Director of Sajogyo Institute, Eko Cahyono, M.Si said that the purpose of this activity was to understand the issues of natural resource policy management. Furthermore, the launching and review of this book can primarily enrich the perspectives and views of natural resource policy analysis to solve the problems and develop solutions for natural resource problems in Indonesia.

Rector of IPB, Dr. Arif Satria said this book is recommended and important to build a discourse in the proper and wise management of natural resources for the benefit of the wider community. He said that today’s efforts to conserve natural resources still continue to be done, but not yet fully realized. The ever-expanding human causes the increasing use of natural resources, so that there must be a wise and proper management of natural resources.
“Therefore, natural resource management should be based on environmentally and sustainable principles. Environmental considerations mean to consider sustainability and not to adversely affect the environment. Sustainable means that the natural resource should not be extinct and destroyed, but we should think about its sustainability for the future by managing and developing properly, “said the Rector.

The author of the book, a Professor of Forest Policy, Faculty of Forestry (Fahutan) IPB, Prof. Dr. Hariadi Kartodihardjo, explained the policy is existed when there is a deviation that happens (problems) beyond the desired/predicted expectations. With regard to natural resources, policy issues occur when natural resources are contested by various stakeholders. And each party defence their right to the resource.

According to him, the state, as an institution that has authority over natural resource management, has an obligation in realizing the constitutional mandate of using and utilizing resources for the greatest prosperity of the people. The problem of natural resource management occurs when the state through its policies and regulations has harmed the stakeholders, mainly the weakest group in the circle of natural resource, i.e. the local people. Every stage of policy formulation is vulnerable to errors, particularly in the formulation of problems. Instead of providing the right solution, analysts and policy makers are often wrong in formulating the problems. So at this time, there are many policies (especially natural resources) that do not solve the problem, but instead resulting new problems.

He added, based on the above background, an authoritative literature has been published related to the policy analysis of natural resource. The literature is a textbook that is very appropriate to be used as teaching materials in universities and also for activists as well as policy analysts. “There is a deepening of the intricacies of the instrument or the method by which the policy is made. This book also reviews human role with its behaviour in determining the problem and the policy making process including the adoption of knowledge into policy, which does not run linearly but involves knowledge. This book is very comprehensive and can be used as a reference book in the study of public policy by taking the context of a real natural resources management. I hope to provide solutions and to solve problems in the management of natural resources around us, “he explained.
